San Francisco's rent control policies have made it impossible for families to live here. No surprise that we don't have enough children to keep the schools open. If you are old with an apartment, life is cheap. If you are young and want more than one bedroom, good luck.

Rent control policies don't really have that much of an effect on families anywhere in California because Costa-Hawkins has prohibited rent control on single-family houses and condos since 1995. Housing supply keeping up with demand is what stabilizes school-district enrollment. This is why enrollment is flagging in San Jose but booming in Concord. Migration also has been happening as of late because many families leaving the state sell their houses to in-state families deciding to trade up to a larger home. It's worthy of note that areas of SF with lots of subsidized housing has the highest school-age populations per capita. I'll be watching enrollment trends as much of the SFHA/HOPE IV housing gets replaced in the southeastern neighborhoods, although progress on that has been slow.
